Secretly I love this idea, but I think its reverse would be more politically effective: a tax rebate for maintaining a certain level of fitness. Rather than punishing the fat we could incentivize health (because a longer life ain't incentive enough).
Apparently not.
I agree with the rebate incentive. It seems like more people get in shape when they have something to gain instead of something to not lose.
